According to the resolution regarding the adjustment and improvement of the fertility policies by the Standing Committee of the National People's Congress, the proposal by the provincial people’s government regarding the fertility policies were considered at the seventh meeting of the 12th Standing Committee of Shaanxi Provincial People's Congress by making the following resolution:

I. Adhere to the basic national policy of family planning. Stabilize a moderately low birth rate. Follow the national unified plan. Amend and improve fertility policies in order to promote the balanced development of the province's population for the long term.

II. Approve implementing a policy that enables either spouse from a single-child family to have two children in one administrative area of the province. The implementation schedule depends on the resolution of the people's government of the province.

III. Upon amending and improving fertility policies in accord with new circumstances and issues, revisions shall be reflected in "Regulations on the Population of Shaanxi Province and Family Planning".

IV. The Standing Committee of the People's Congress at all levels of the entire province will strengthen supervision and examination of the population and family planning during implementation of laws and regulations as well as the resolution, ensuring the effective implementation of relevant laws and regulations as well as the resolution.
